How do I create a working sign in/sign up page?

So, I have a website, and it has login and sign up pages, but now I need to know how to program these buttons to work and actually do something.

I’ve tried hiring a programmer to do it, but the only people I can find have English as a second language and don’t understand what I’m asking them to do.
I’ve tried reading tutorials and they are very confusing because I’m not that advanced.
I have some knowledge of HTML but do not understand how to set up these pages so they work. Could somebody please explain to me in plain beginner’s English step by step what I need to do? I understand I need to set up a database or something, but I don’t understand how I’m supposed to do that or anything.

OK, thank you for your answer.

Do you have any idea where I can hire somebody to do this for me who actually knows what they're doing?

Or, alternatively, do you know where I should begin learning to do this myself?

I am thinking about going to college. Would this be a good thing to take and what specifically should I look into learning?

For now, I guess, I'll have to come up with a way around it, start with a simpler version of the game, update it as I learn.

@TheNewBlackauthorFeb 09.2016 — It seems i have made a classic newbie mistake of underestimating the task i had set out to accomplish. In my estimation, I have a few options then:

1 I could just give up, but as I've already spent some time and money on this, and I am determined to try to finish it, I'll save this for a last resort. Besides, I really have nothing else to do.

2. I could start over and make the game with Adventure Game Studio, which I'm more familiar with, but then I couldn't play it on my tablet or use the AI bots I created, which would be a bummer, plus I'd have an empty website.

3. I could hire somebody to do the hard stuff, assuming I could find somebody who actually knows what they're doing. If you know someone, let me know.

4. If I wanted to do it the right way I could learn how to do it. I am thinking of going to college and I could take programming, if that's something that would be worth doing. Though since I'm making the game mainly just for my own enjoyment, it would seem a little overkill.

5. I could just try to figure out a way around the user thing and go for a simpler version.

Hmmm. I really don't know, what would you suggest I do?

@NogDogFeb 09.2016 — I see 3 basic options. In no particular order:

  • 1. Hire someone to implement it for you. (If you find the right person, it could work out great; if the wrong one, it could be a nightmare.)

  • 2. Learn to do it yourself. (Good news: you learn a lot of useful stuff; bad news: it takes longer.)

  • 3. Search around and see if there is an existing CMS or such out there you could use to do what you need (maybe Wordpress with appropriate plugins and templates, Joomla, Drupal, or any of the many options at opensourcecms.com ).
