AI Learning Programming

I want to know where to begin programming my own AI that can dissect an encryption (values assigned to letters of alphabet) that I invented. I would like it to be an engine that ciphers words and phrases and names when compared to their meaning and/or reputation. Example of my future AI program’s discovery: “George Washington = 255 & First President = 255; isn’t that peculiar?”
