Alt Tags on Text

I am looking for code to be able to display information (similar to an alt tag on an image) when you hover over text. Can anyone point me in the right direction for this? An examaple of what i am looking for can be found on [url]http://europa.eu.int/comm/index_en.htm[/url]

I have just tried this.....

....which works quite nicely.
