Problems when the page is centerd

I am trying to place the page always centerd. When I have given the distances in style sheet I had to give distances with minus values (negative values) to get all the banners as needed.

But unfortunately the page’s scroll bar shows more lenght than the actualy the page has.

pl advice.

If you are not clear about my problem please let me know how to place the paged always centered dispite the screen size.
