How do YOU create websites?

I’m wondering how everyone goes about creating their websites. I’m sort of new to web development, started learning in December, I usually create all of my pages from scratch and type everything myself. It’s not very effecient because it takes a very long time. I’m not sure if I should learn how to use something like dreamweaver, or frontpage, but I don’t like tables too much, and I like to try to make my pages like they would if they had tables with CSS. I really like CSS. So anyways, You can tell what you use to make them, and also telling how you start thinking about creating them, like the steps you go through. Do you sketch out how you want it to look before you start coding etc. For me, my latest site is going like this.
1. Started out as an idea
2. Started making the index.htm just messing around not too serious
3. after I got serious I thought out and wrote down the pages etc.
I. the types of info on each page, how many pages, and what kind of info
4. Finish all the content for the pages
5. Design and style of the pages for easy accessibility but nice style
6. SEO
7. plan for ads etc.
8. Launch

Please share your thoughts, and what you yourself do, also what you create your pages with. I work in PHP Design 2005, though I use it as I would notepad or any other text editor.

@invertedpandaJul 28.2005 — 0: Figure out content

1: If I don't have time to start right away, I sketch out the design on paper. Just a rough layout sketch.

2: Crack open Photoshop to do a layout concept (create images, lay stuff out, mock up content layouts).

3: Export images from layout concept.

3.5: If a database is needed, create the database, enter test entries, and test SQL functions.

4: Create CSS file(s)

5: Code layout w/ mockup content.

6: Validate code.

7: Chop up code into SSIs, PHP, or slap into a CMS, and create each separate page.

8: Publish

9: If the design is artistic in nature, I submit it to some web design award sites.

10: SEO, link exchanges

@sparqJul 28.2005 — Depends on the type of site. For doing an intial design, ive got a vast photo gallery that I like to just scan through until I find something that tickles my fancy. Then I design a page to flow around that, I like to get the page/project LOOKING the way I want it to before I go and make it functional. I find it easier for myself to get the visual, then turn around and put all the back end coding in.
