Tracking code changes?

I’m in the process of setting up a new site that will involve modifying a number of files to the CMS I will be using (both core and 3rd party) to get it to work exactly the way I need.

Aware of some of the issues this will raise, I’m looking for advice on the best way to document any changes I make (when the changes were made, what the changes were, and why they were made). It would also be useful to have the ability to create a ‘todo list’ of issues and bugs that I need to look at.

Although I am no developer, I assume that this is what tools such as CVS and Bitkeeper are intended to achieve (in combination with issue/bug tracking tools). However, these offer a level of functionality and complexity far beyond my needs (as do all the other code management utilities that Google has thrown up).

So, are there any Windows based applications that offer the functionality I am looking for? Naturally, open source or freeware would be preferred.

Or, are there other ways to achieve what I am looking for?

@buntineMay 22.2005 — I normally develop a document-based approach to handling this type of thing. It's an admittedly primitive approach to change management, but it seems to work fine. Even a basic MS Excel spreadsheet would suffice.

This in conjunction with constant backup's, may fulfill your need.

@ray326May 22.2005 — There are two rather separate but related issues, version control and configuration management. CVS and subversion are very useful version control systems but configuration management is a layer above that which includes issue tracking and some aspects of project management (change scheduling). There is a [url=http://durak.org/cvswebsites/]whitepaper written by Sean Dreilinger[/url] quite awhile ago that describes how Sean's consulting company used CVS for site management.
