Can I imitate a frame without actually using them?

For all the “clever” work-around type people! ?

Here’s what I’m trying to do:

I have a menu and I would like it to remain in view while the page is scrolled. I know this is simple if I used a frame but I don’t want to use them. Any suggestions?
