Opening a file in php

Hello Everyone,

Hi, i have been facing a problem while doing work in php? .
I have already uploaded a text page or word page in a folder at my own directory such as (c:ciprbwritings).
Now all i want to open that particular file from that folder or download that particular file whenever i or someone click on a link in a certain page.
Can it posiible in php??
if so then wht will be the php code?
someone solve this problem immediatly.
