Online application form

Hi,

The place I work for wants me to devlop an online application form which basically works like this:

1.) User connects to their website.
2.) User fills in application.
3.) After the application is submitted, the user’s data is retrieved from a database and processing is done to see if they match certain criteria, etc.
4.) A notification is sent back to the user later via e-mail.

My question is what technology (programming languages, scripting tools, etc.) I should use to make the online application form. online security is very important for me.
