Help with loading PHPedit

Hi

I dont know if this is the place to ask this question but I have downloaded some software PHPEdit which is just a small Editor for PHP.

But when I try to load it up I get this error message, can anyone help?

@pyroMar 08.2003 — Sounds like a faulty installer or something. Maybe try re-downloading it, or you could try this one:
