Web site development procedure?

Hi guys!

Can anyone put these tasks in order for a website construction?
1. develop pages and links (for example, creating sourcecode)
2. create html template (develop standard for html)
3. determine development tool (decide whether to use off the shelf editor or customised tool)?

Also is it possible to proceed the following 3 task at the same time?
– design user interface
– design server set-up
– develop server support infrastructure at the same time)

If so, you really should offer your own answers, however ambivalent you may feel about them. I suspect that the logic you use to justify your answers may be more important than giving the "right" answers. So use your brain, not ours! ?

    Slight modification: a mature development process will have Development and Testing at the same stage, essentially in parallel -- even going as far as test-driven development where the programmer writes unit tests first, then codes until they pass. ? And the whole thing can (and should) be iterative:
