This is true. Unlike before getting backlinks is kinda easy and fast. In today's SEO, it's not that as simple as you think. As James said, it requires patience and fresh content with quality backlinks which I totally agree. As what I've learned when I was doing a little study on digital marketing and seo, improved organic rankings creates positive impact to your business/website (check more guidelines here). A few good links can positively impact the rankings and authority across an entire website. The good links refer to quality backlinks which you get from some sites with relevance to your content. On the other hand, spammy blackhat practices or having un-natural backlinks may lead to being penalized by google.
