Panel appear behind objects issue

Hello! I’m a beginner in web developing and learning it online.
when I was needed to make a panel, following the video, my panel appeared behind objects I already have
on the webpage,like so:

I followed step by step and it still appear like that… I just started and have no idea can anyone help?
