Registered Users able to Make Payments

Im starting a site and this site will include services that my visitors be able to register, login and make paypal payments for these services. Also can only access a certain part of the site with a account in good financial standing. any help would be great. if someone could help me threw the process i would greatly appreciate it, Im new to web developing and have limited to no experience. What i am looking for is a simple registration page with email confirmation(optional) a payments page allowing registered user the ability to make payments and even make payments ahead of time. Last but not least after user accounts are in good financial standing be able to access one certain page of the site.

@jedaisoulMar 08.2015 — What do you mean by "good financial standing"? How would you know? Unless you give credit, you have no way of knowing someone's financial standing, and if you want to give credit (in many countries) you have to be registered and approved by the financial authorities.

You are likely to have similar difficulties with accepting payments "ahead of time" (whatever that means). Anything beyond simply accepting PayPal payments when due is likely to tie you up in red tape.

As to building the site, as a novice you really have only the choices:

1. Use a CMS (like WordPress, Joomla etc...).

2. Pay someone to build it for you.

3. Offer a developer a partnership, or some sort of financial return based on the success of the site.

Option 3 may seem initially attractive as it minimizes the up-front costs, but beware: If your idea is so good that someone will come on-board with no pay (in the short term) what is to stop them developing it (or something similar) on their own behalf?

Also options 2 and 3 have the basic problem: With no experience yourself, how are you gong to know whether the prospective developer has the necessary knowledge and experience to deliver a working site?

@ExroidauthorMar 08.2015 — I want to start a private proxy service that lets members used to get on any blocked site and will always be able to get to the site meaning members will be updated when ever the domain changes or IP changes to always insure access to the site. also more bandwidth with as little ping as possible. paid members would have no ads as non-paid members would have ad banners not pop-ups, i hate pop-ups.
