Quality backlinks for hosting site

What backlinks are counted as the most quality backlink if I plan to implement SEO for an online hosting site by using White Hat SEO techniques? Thanks in advance.

Cant always major quality by pr only while building link as many times 0 pr link can even get high Pr in future PR update
