iframes are better, but I prefer php includes. or ssi

The only use is for a menu bar on the side of the page, which can be semi-useful if there are alot of images in it which are too large for the user to download every time they want to look at any single page on your site. But as DaveSW said, if somebody used the menu to load a page into the main frame, they can't see the address for that page, and it would be hard for them to come back to it when they wanted.
