Advantage of SQL sites? Help decipher this for a noob!

I’ve been reading many, many, tutorials on SEO.

Here’s a part of Blue hat’s seo tutorial where talks about how he began, with database websites.

What exactly is he talking about? Why start with these mySQL sites, what’s their advantage? Are the data bases pre-made somewhere? What’s “indexing” websites, and why do you need so many?
