General Question about a Listing/Phonebook type site

In the United States there is alot of personally ran city websites with phonebook styled directories etc.

I have a similar type thing but personally built. How can I get listings? Is it legal for me to go through the phonebook or to websites and collect information on the business and them list them on my site at no charge without permission?

Only info I need is a business name, address, and a web address (though not live linked).

I have a positive only rating system connected to each listing as well.

So do I need permission from each business to list them or is this considered public info and I can list each business as I wish unless they request removal?
