User Creates Art for Submission to site

Hi, I was just wondering how I would make it so a user and create artwork (like CafePress, Zazzle, etc) and then submit it. It would not be for shirts, so a more general platform would be better. Is there anything pre-developed that that I can buy and install would allow me to do this?
