developing anti-gaming system, seeking ideas

I’m developing a website that hosts various photos that people can vote on. There is no user system, no logins, and the voting is by anonymous web browsers. You go to the site, see a picture you like, click a button to vote for that picture.

I need to come up with an anti-gaming system to prevent people from voting on the same photo more than once. Especially prevent situations where people use scripts or bots to ballot stuff the voting for their favorite picture. The system should go beyond simply blocking IP addresses.

Looking for suggestions, thanks in advance.

@NogDogNov 23.2009 — I can't think of anything that is not easily spoofed that does not require some sort of user registration/login process. Pretty much anything else (such as storing a cookie recording a user's votes) could be easily bypassed or spoofed by anyone who knows what he's doing.
