What Is the Best Solution

I would like to implement a solution where a user has a picklist of items they can select in a form. The item he chooses can either be edited or deleted through the use of buttons from the list ( and the backend D?. If the user chooses to edit the item, he will get a popup window containing all the essential data for the item selected from the picklist. The prior window with the picklist in it will remain open so you will have two windows open. What is the best way to accomplist this using php and javascript?
