getHours function with Eastern Time only?

I was wondering if it was possible to use a getHours function that only runs on EST instead of your computer’s clock? I’m making a schedule of some sort where it writes what’s going on at a certain time, but with Time Zone differences it would be messed up. Please help. Thanks ?

@Declan1991Sep 02.2009 — getTimezoneOffset will give you the amount of minutes away from GMT, so just subtract the EST timezone difference from that.

If you can, PHP or a serverside language would probably be better.
