The client is responsible for creating content. You may ask the client to provide some sample content, but once you have the site done any content is the responsibility of the client, unless your contract specifies otherwise.

Coincidentally, since I know a few other things, I ended up setting up his entire home network, dabble a little in SEO for his website, considered somewhat of a "marketing" consultant, and now he wants me to write content for his site. Sounds to me that he's pushing his boundaries a bit.
