help with a marquee block

Hey guys. i have a simple marquee block in php that scrolls text upwards. it has two arrows in the block one pointing down and one up. When you put your mouse on the arrows, the text reverses. I am trying to get it to reverse and speed up. I can’t figure out how to get it to go faster. I was told that i need to use javascript, but i know nothing about it. Can anyone help me with this code?
