Form data into meta tags?

Hi
Does anybody know how to do the following?

From a web page with some text inputs and a button, pick up an html document and insert meta tags and their values into it.

E.g.

The user specifies the html document concerned (not sure how, but the
document is stored on their intranet)

They see a box labelled “Author 1” and choose “UK MOD” from a drop down
list.

They click a button and the “Author1=UKMOD” appears in the html meta tags
part of the document.

Could i do this with javascript? If not, any suggestions?
