div doesn’t do as told?

I have the developers toolbar for my firefox browser
however, when I go to [url]http://mylaasp.com/request_form.php[/url] I dont know why my One div isnt below the three column divs like it should be, but if you “outline current element” you will see what im talking about.
What causes this?
Am I explaining the problem good/well?
