Hey! How would I approach recreating this layout from figma? Rows are supposedly a table, while cars at top should be centered ontop of table columns

From your image I do not yet understand what you intend to achieve. Should the narrow horizontal bars cover the vertical ones? I do not spot any table-like structure in your image. What do you mean by "cars on top"?
