how can I do this?

Hi all,
I want to do a board on which members can upload images and where members can vote for each other’s images. Like on the [URL=http://www.threadless.com/subs/]threadless submissions page[/URL]
It’s a t-shirt website where users can upload their own designs and vote for them.
My question is: is there any software that would be particularily useful here?
Would things like PhpNuke, Joomla or other cms be relevant here?
