Fireworks sliced images not appearing correct in tables

I drew a table header style in fireworks sliced it into jpg files now the table doesn’t seem to reduce its size enough to display it correctly. The topCorner piece appears twice in the cell (as if it seems 11 pixels is to small for a table cell height) What am i doing wrong?

the images pixel sizes …. are topLeftCorner.jpg = 9 x 11 ; toprightCorner.jpg = 9 x 11 ; topStrip.jpg = 3 x 11 ; bottomStrip = 3 x 16.
