Is this a PHP function?

I am developing a website with an admin section. The admins can login to an area of the site, where via a form, they can add entries to the “news” portion of the site. This site is connected to a MySQL database which holds and displays that “news” data on the web page.

I need to have these news stories fall off the web page every 31 days. So only the current “news” is displayed…..Is this something that I program in MySQL in the actual database, or is it something I code in PHP on the actual html display page, or is it something else? Javascript? Can someone please direct me to the right starting point?
