problem setting session variables

I’m getting this in the browser:

Warning: Unknown: open(C:Inetpubwwwrootsessiontmpsess_i59ofr7ol0p94ggnlf3tj6kf73, O_RDWR) failed: Permission denied (13) in Unknown on line 0

This appears right at session_start(). The directory exists but I don’t know how to give permission to php for this directory.

I shared it by going to Web Sharing tab and setting read and write permissions.

If I leave it as default to /tmp in php.ini file it works fine. I haven't shared the tmp folder so why does that work and not the one I defined?

Also, when I move this to the real server, do I just create a folder of the same name in the root?
