Top image/bar 100% width at all times?

I was wondering how you make an image the same width of the browser the entire time (even if someone resizes the window).

An example would be: [URL]http://www.freesmug.org/[/URL]
(The light blue bar at the top of the page under the menu.)

@The_Little_GuyNov 28.2005 — First off, that isn't an image.

Second that uses CSS which would look something like this:

[CODE]#blackbox{
position:static;
height:30px;
width:100%;
border-top:1px solid #000000;
border-bottom:1px solid #000000;
background-color: #FF0000
}[/CODE]

I used random colors, But #000000 is the border, and #FF0000 is the background, and that is a short basic outline of how that is done.
