html applications

[SIZE=1][FONT=Verdana]would someone be able to advise me on the risks (or pros and cons) of creating an html application.

is this risky? and if so, why?

i really dont have much experience on this and any assistance / information would be great.[/FONT][/SIZE]

Application means programming required, logic is built.

HTML capable to do static display, and purely on UI
