PopUp window standards…

I was under the impression that windows created when a user clicked on a link were not considered “popUPs”. They are only considered popups if they appear onload or otherwise created by non-user request. Is this true?

I know a lot of people don’t like someone to adjust the size of the window but in many cases this is actually a nice feature when one wants to provide additional information to the user without having them leave the page they are on. Because of Popup blockers, is the window open feature going to fade away, and if so, what would you suggest take its place? I have a site that needs these information “helpers” and would like to know how to keep the blocker from taking away the usabiliy of these windows.
