The CDATA declaration is generally used when incorporating something like say javascript into a document, esepecially an XML document. Javascript can contain characters which can confuse a parser and are illegal for PCDATA. So a CDATA declaration basically tells the XML parser "Ignore this, this is character data don't mind it". Keeps your XML pages validating and working.
