User Access & Rights

Hello,
I am creating the company’s Intranet and am in the security part where each of the users need to log into the site and according to their privileges they will be able to upload, read-only, write, certain applications and files on the site.

My problem is that I have created the database with the users but I don’t know how to link their privileges to the web site accordingly and how to proceed. Could you tell me how should I do it and if there’s some documentation for this?
