Same code, extra space in one

Can one of you experts explain why I have blank space at the top of CounselHome, but not ClientHome?

ClientHome (works correctly):
[url]http://clearyaccess.cgsh.com/Business/CVPrivacySurveyHome.nsf/ClientHome?ReadForm[/url]

CounselHome (has extra space at top):
[url]http://clearyaccess.cgsh.com/Business/CVPrivacySurveyHome.nsf/CounselHome?ReadForm[/url]

The space is occuring between the table data cell and the first element inside of it, div id=”header”. But both of those elements have padding and margin set to 0.
