I need advice on using dynamic menus

Each time I add a new page to my site, I need to rebuild and republish all relevant pages to include the link to the new page.

I can use javascript to generate the menus to get around this, but am worried that the search engines and users with scripting disabled will then not be able to follow the links.
Any advice on this would be greatly appreciated.

Apart from Javascript, server side scripting is Perl. There are also pre-written cgi scripts available but I think I cannot upload cgi. I have never used either of these languages.
