Add to cart from static page?

I think I’ve seen a few sites with an “add to cart” option directly from an html page. I looked at the code and it seems to reference something like this:

<A HREF=cart.php?item=WIDGET1>Add</A>

Can anyone recomend a pre-made shopping cart system that will allow me to add from a static html page? or is this easy to code?

any advice would be appreciated. thanks!
