Building an Index or TOC from directory?

I have taken over web (simple HTML) documentation support, and have been given access to the directories where it is all stored. Is there a program or way to import the pages (headings/titles) into a page to auto create a table of contents? Then from there I can modify & refine it…the current navigation page is horrendous…
