Java Script Interface to fix Sales Tax Pay Pal

I have just completed mckenzierose.net and have a problem. Pay Pal offers only one Sales Tax Prefferance per state. When someone orders within my same county I have to charge them a differant rate. Changing this in the html code on each button would be a huge task and would be repeated every time the Sales Tax changes. Someone suggested writing Java Script before it hits Pay Pal. I’m clueless and have presented the question to several bulliten boards. Can you point me in the right direction? My number is (559) 324-9351.
