IE standard popup blocker and Local Files

I have recently upgraded to XP service pack 2 and I have been creating my own webpages whilst learning javascript. The problem I have is, when I test my project and my javascript creations, as every time on my LOCAL machine (files from my hard drive) I get the dreaded popup blocker and it does not allow me to add the site as safe as it does when the files are on my ISP.
I am frustrated with this. Every page, every time. I have disabled just about every thing in IE and still the same problem on local files. I no longer get popup blocker on sites on the web but on the local files yes still the popup blocker.

Can someone please tell me how to disable the IE popup blocker for my local files that I am testing.

    @FangJun 14.2005 — I think it's the local scripting that's being blocked:

    [I]Tools > Internet Options > Advanced[/I]

    Scroll down to [I]Security[/I], click [I]Allow active content to run in files on My Computer[/I]

    The option above it allows the same when running scripting from CD.
