I looked at the source and I thought it was a css effect, but now I'm not so sure. I assume it's done with JS since there is no valid way to get that with CSS alone (possibly with some proprietary MS-CSS-X).
Anyway, to get such an effect that works crossbrowser you simply make a Javascript change the color of a link from an array of preselected colors while the link is onmouseover.
