character encoding help

I am working on a japanese site and I am having trouble getting my japanese characters to display.

Please compare:
1. [url]http://www.voicesignal.com/jp[/url]
2. [url]http://www.voicesignal.co.jp[/url]

The files in both sites are the same and I have the charset in the meta tags.
<meta http-equiv=”content-type” content=”text/html;charset=Shift-JIS”>

Why would the encoding auto-set to Shift-JIS in one and not the other? What am I missing? Any help is appreciated. Thanks!

@FangMay 06.2005 — The server is sending the first as Shift_JIS and the second as ISO-8859-1

The server can override the meta content-type
