obtaining title of a webpage w/o parsing the file

Is there a function to get the title of a webpage so that you don’t have to open the page and parse it for the title? Like “get_title(url)” or something? It would really help. If there isn’t an official function, has anyone made one that I could use to save myself the trouble? ?
