Bug in width attribute in IE??

This is part of a more complex page I am working on, which involves Javascript, but the at least part of the problem I’m having seems to lie with HTML itself.

When I load up my tables-based page for the first time in Internet Explorer, everything looks fine. Once all of the information is cached and I go back there again, the width is stretched way out.

All of my heights and widths are % based, but it ignores the width attribute completely on all but the first visit to the page. After that, I need to clear the cache to get it to work properly again. Is this a serious bug I’ve just never heard of before, and is there any way at all around it?? It seems insane to me that this should be happening.

The HTML only version of the page I’m talking about is located at
