Can you Telnet to a geocities.com account?

I wanted to set up a guestbook on my site to have people post what they think of my covers. But in order to do that I would need to do connect via Telnet to geocities. Does anyone know if that is allowed?

If it is allowed, what do I connect to, “geocities.com” or “geocities.com/dmband32step”?
