Validation Problem with: &#8220 and &#8221

Hi,

Can anyone tell me why &#8220 and &#8221 ( “ and ” ) won’t validate?
I’m using html 4.01 strict.

Being that this is obviously the incorrect way to add quotes to HTML, I was wondering if anyone could fill me in on the propper method. Preferably avoiding the use of <q> (which renders double primes) and blockquote (which doesn’t render quotes at all).

I had another validation mistake in the code (inline element not enclosed in block-level element) as soon as I corrected this problem, the errors for the quotes disappeared.
