screen resolution issue

This is probably a simple issue, but I don’t know how to resolve it. I’m self-taught with everything I know about web design, and it is all pretty basic stuff.

How do you get a page to display properly with different screen resolutions? My PC is set at 1024×768, but I know a lot of people also use 800×600. I’ve viewed my page with 800×600 and it looks terrible. My text is messy, and I have a horizontal scrollbar at the bottom of the page, which isn’t very user-friendly.

Can anyone help me?
