cascading menu

Wanted to use the first 3 menu items in many different city
html pages(that would change for ea city) and the last 3 menu items would be for country facts(that would remain the same. Instead of having to update every city page when a country fact is added, I wanted to divide the menu script into two js files, this way I only have to update one file for country facts. But for some reason the script wont work that way…
Any ideas why splitting the menu and trying to run two parts erases each other? I think theres something in the code telling it to erase the entire line with each menu bar.
